Order screen shows price for some, $0.00 for others?

Why do some order confirmation screens show a price next to your order and some show $0.00?

Both my phones show the full price. The 6+ already has been charged to my CC. The 6 has not yet. Only the temporary small charges. What determines it?

AT&T Next. Nothing is paid for the phone itself, so it shows as $0.00

Correct. Those without sales tax in their states will not be charged for the phone.
