If you buy from Apple, should you choose AT&T Carrier payments or Apple Upgrade Program?

Is the phone unlocked with carrier payments if bought at Apple.com or no? Also, if you return it for any reason and it was on carrier payments, as long as purchased at Apple, do they not have a restocking fee? Thank you.

No, the phone is locked to AT&T if you do the carrier payment plan, even if you purchased at apple.com. However, if you do the Apple Upgrade Program, then it is unlocked.
