So I ordered the 13 pro on November 11, still showing "out for delivery" and now I'm stuck paying a credit card bill for a phone that I do not have in my possession. Apple's excuse is deliveries are "running late" and I'm sick of seeing that I could get a iPhone 13 Pro and earbuds if I sign up for another cell carrier commercials when mine is STILL NOT HERE.

Apple you dropped the ball on this with your shoddy supply chain, I'm tempted to put a dispute on my credit card charge since I have not received my product and it's been nearly a month.
 
Your credit card is charged once your product is preparing to ship, not when you receive it. Apple is very explicit about this process. Your credit card was probably charged only a few days ago. Since how many days are you seeing the Out for delivery message? When you see that, the iPhone is usually already in your local delivery truck so it should not be displayed more than a few hours before you get it. If you’re unhappy, wait for the iphone to be delivered and return it right away. For sure it’s unfortunate when deliveries are late, but it’s something that can happens. Apple gives you the day you order a product the estimated delivery date, and is usually fairly accurate.

Considering carriers get there phones from Apple I'd say you be waiting the same amount of time regardless who you order from. The Pro phones have had long delivery dates since they were released and disappear from the stores quickly when they receive them. Chip shortages and supply chain issues have plagued every manufacturer and retailer regardless of product and Apple is no different. There are car companies that give half a year or more delivery dates if the car has to be ordered and not sitting on the lot. I'm sure when you ordered your device Apple gave an estimated delivery date so you must of had an idea it wasn't going to get to you quickly. You can always cancel your order and see if the carrier you mentioned can get the phone to you any faster if you can't wait.
 
Most conscientious companies don’t ding the card until the item actually ships.
Make sure is not just a pending charge on your card. You’re not required to make payments on pending charges.

How long has it shown 'Out for Delivery'?
It's been showing "Out for delivery" since November 26 from the Apple tracking site, but when I click on the UPS tracking number it shows this:

I talked to Apple last week and they said their shipping info syncs with the deliverer (blatant lie otherwise it wouldn't show out for delivery).

The city where it says "On the Way" originates is the town 10 miles from me.

This is the WORST I've ever dealt with Apple on getting an iPhone/iPad/Mac delivered to my house.
 
Have you checked around your house/condo/apartment? I had apple delivery for the Apple Polishing Cloth and my wife ordered something from LLBEANs and UPS showed exactly what yours showed “Preparing for Delivery”. This was on 11/26/21. Come around 12 pm, both the apple polishing cloth and LLBEAN package were delivered at my front door. However the status on UPS remain unchanged. I think UPS may have had some issues with their systems that day. Not even a knock on the door.

I live in house and have cameras on the front porch/driveway...I would have been notified if someone had delivered a package from the sensors. No, UPS did not deliver squat to me.
 
Apple typically bills credit card at the "preparing to ship" stage which is usually a day or two before it ships. After that, you are kind of at the mercy of the shipper (UPS in this case) at least for a little while.

Not saying you’re wrong. You should be able to dispute. But apple can put the screws to you and not bat an eye. I don’t mess with Amazon for that reason.

I asked since I had something similar happen back in August with my iPad Pro. It was ‘Out For Delivery’ for weeks and never showed up. Based on my experience, your best bet is to ask Apple to deem it ‘lost’ and cancel the order and either re-order it or buy locally. In my experience, Customer Services attempts at sending me a new one (it never shipped) only resulted in weeks of wasted time while their was plenty of inventory available in my local area. They did reverse the cc charges (twice) for the first lost iPad as well as the second one that never shipped upon my request. Good Luck.
 
Why does everyone buy online? I walked into Verizon on launch day and got the exact models I wanted for me and my family. Did the same thing a week later for another family member. No shipping, no wait. It’s really headache free. Unlike the online order/preorder process where you have to decide if you want blue and 6 weeks for shipping or white for 5 weeks

I did go into the store on Black Friday. But they did not have any 1TB. So, they placed the order. I suppose if you are buying "whatever size and color" and you go early, that's fine too. I do most all shopping in person because I Like to shop.
