I made an order for my iPhone 4 from Apple UK store today and i was not provided any option for choosing the bumper. According to Apple's new policy, I should be able to choose a bumper when i order since its before September 30th? Could you guys please clarify me this.

You have to download the app from the App Store and order the bumper from there when you get the phone.
The deadline was August 22 for those who bought the iPhone 4 before July 23, otherwise it's within 30 days of purchase until September 30.
Thanks everyone for the info. I actually ordered the iPhone today and tried installing the case program to my 3GS, the Case program works only on an iPhone 4. Is there anyway that I can choose the case right now and have it included along with the iP4 shipment, so I get both at the same time.

Even if you were able to order them at the same time, they wouldnt arrive at the same time. There's a huge backlog on case orders at the moment. I only got my order last week and I ordered mine the day the announcement was made.
I heard on the other thread that the cut off date with August 23rd. But Apple's website says this

As Apple announced the case program more than 30 days after the launch of the iPhone 4, many customers would have run out of time to order a case.
As such, Apple gave everyone who had already purchased an iPhone 4 before July 23rd, the day that the case program launched an additional 30 days (i.e. until August 23rd) to get their free case.
