Ordering 2 iPhone 5

Why does the Select an iPhone page say Limit two per customer, but when trying to update the quantity from 1 to 2 on the cart before checkout, it won't allow it saying only 1 carrier-activated phone can be ordered at a time. Do you have to make 2 separate transactions?
