I'm paying full price for the phone this year due to AT&T doing away with it's 2 year contract upgrade. Verizon (and Sprint to an extent from what I read) phones support CDMA and GSM so would work fine on my AT&T service but I would have more options if/when I decide to move on from them. My Question is, how do I go about purchasing the Verizon version of the phone when it asks me for a phone number to verify an account (Even though it's being bought outright and unlocked)?

It seems that it can't be done online right now, however, I just witnessed it happening in an Apple Store. The store rep asked the customer if he had a Verizon account and the customer said no.
