I'm based in the UK and I want to order an unlocked iPhone as a present for a friend in the USA. I tried to order it from the USA Apple Store using PayPal. But they wouldn't accept PayPal orders from someone based in the UK. Does anyone know of a way I can get around this problem? There are some vendors on Amazon.com but they are more expensive than the Apple Store.

Just seems to be with debit/credit card in my experience. I ordered a replacement charger for a friend in New Zealand. I then got a call from a woman with a unique accent who wanted to confirm my order, so I'm not sure if maybe this is something that you can sort out by calling Apple directly and maybe sorting it out through there?

That's all I can suggest I'm afraid, I avoid PayPal so I do apologise that I can't be of more assistance.

EDIT: ah no matter, just saw your update
