OS 10.4.1 Tiger Problems

I'm having kinda a wierd problem with Tiger. I installed it into my computer and everything is fine with the programs I'm running nothing has slowed down or anything but my computer refuses to shut down.
When I tell the computer to shut down, it shuts down the programs but the computer remains on with my screen saver showing. If I leave it alone it will revert to the sign in screen as if I had logged out. It logs out fine, but it wont shut down and does the same thing when I restart it. Has anyone had this problem? Can anybody help?

I get this if I'm shutting down a program (generally iTunes) and then shut down as the program is still closing. From there onwards, it won't sleep or shutdown through the conventional means but it's usually on my iBook so I just slam the lid shut and it's fine next time I wake it up. It's pretty weird though.
