OS 3.0 Notes syncing

OK, so I know that the notes app will now sync with iTunes into Notes in OS X. How will this work with Windows? What application is iPhone Notes going to sync with?

Are the notes just going to be saved into iTunes? I doubt that..This really got me wondering.
