I have a ipad2 and was thinking about downloading the OS 8.1 but i never use iCloud and don't ever plan to use it..My question is…Should i still download the OS 8.1? and I'm trying to find out any more big changes in the new update..
thank you for any information on this issue..
 
Read the impressions in this forum or the iOS forum. The general consensus on this forum is that iOS 8 causes more of a performance hit than iOS 7. I have an iPad 2 and made the mistake of upgrading from iOS 6 to 7. I won't make the same mistake by installing iOS 8 on my iPad 2 or Air. ;)

I already made that mistake of "upgrading" my iPad 2 to iOS 8. Don't.

On an Air? Hell yeah you can upgrade that.
 
How is it a step back exactly?

Performance hit which even Apple admits to. I like to close Safari pages and you can't close the last window unless you do some weird pinch gesture. The other new features don't apply to my use so iOS 7 is fine by me.
 
The iPad 2 in my household seema to be running OK with the latest OS updates. We didn't reset it back to factory either. Just cleared the safari cache, reset network settings, and verified that any features we didn't use were turned OFF since sometimes after an update it appears that things get turned ON be default.
