...and I can't turn it off. Obviously the Date & Time control panel isn't doing its job. Anyone know the terminal command to change the setting?

Close System Preferences and try from Terminal

defaults delete com.apple.speech.synthesis.general.prefs TimeAnnouncementPrefs

Thanks. It seems to have resolved itself on its own somehow.

Interestingly, earlier today I had a dialog box pop up saying 'Opening BaseSystem.dmg". General consensus is that file is related to time machine, but since it popped up I haven't heard the time announcement. Coincidence? Maybe there's a self diagnostic/repair element to that file opening.
