Hi all, I'm looking for a way to put Lion on a new MacMini that came with Mountain Lion.

I've tried creating a USB stick with the Lion InstallESD.dmg and restoring from that but it hasn't worked and is just giving me a stop sign when I boot the Mac.

Is there any other way to do this? Is it even possible to install an older OS on new hardware?

You cannot install Lion, or Snow Leopard on the 2012 Macs. They simply do not have the drivers to support the new chipset. Many people asked and tried (without success). You can only run Mountain Lion on your Mac

I suppose my next question now is does anyone have any experience with Apple Configuration Utility?
 
Can I ask why? What are you trying to achieve?

There should be no apps that run on Lion which won't run on Mountain Lion.
Mountain Lion is universally acknowledged to be an improvement to Lion, fixing many bugs and completing features introduced in 10.7.

As for your second question, are you talking about the iPhone Configuration Utility? Again, what are trying to achieve?
