Are the icons in OS X vector or raster, and how does one go about creating them and assigning them to apps?

There are usually 3 or 4 images of the various sizes that are loaded as part of the file. You can set your own image, by selecting the image you want, copying it to the clipboard, opening the "Get Info" screen for the icon you want to change, then click on the icon in the window. That icon will have a blue or grey outline on it. Then hit paste.

Done.

You'll need Icon Composer which comes with your developer tools on the OS X install disc. Just drag an image in and it'll create an icon. You can PM me if you want it without the hassle of installing dev tools. After you have the icon, do what the above poster says.

I think I'll end up installing Dev Tools, actually. I've been itching to make a widget and I believe Dev Tools is needed for that too.
