OS X Lion (Up-To-Date Program)

I Want to know if i would qualify for a free upgrade to OS X Lion,
i Bought my mac on the 7th of july (yea i know that would make me eligible!) but i am not from the US i am from Qatar.
Would that make any difference ? or all apple products meet the same Fate?

i am asking whether me being in qatar would make a difference in the upgrade process
