I'm looking to get a 20" External Monitor to pair with my MacBook. I'd like to use it as a TV as well. It seems like a USB Tuner may be the best bet, as it would allow for recording of programming.

So, I need the tuner to have ATSC (QAM if possible) Reception, Recording Software and have it be under $130 if at all possible.

The monitor will have DVI, VGA, Component, S-Video, and Composite inputs so I can work with anything really.
 
Elgato is the way to go...

I use an Elgato EyeTV Hybrid (USB 2.0, with ATSC tuner and s-video/component as well). It gets analog (via co-ax) and over the air HD with an antenna and works very well (I have a MBP Core Duo) in terms of not losing frames, etc. I use a Terk desktop hybrid UHF/VHF HD antenna which works great. It comes with full featured software for recording/exporting automatically.
