OS X Wont Shut Down - help

Sorry for posting here but this forum seems to get the best action. I am running OSX 10.3.9 on a 15" powerbook G4. I am not able to shut down the OS. Even when selecting restart when holding down the power button I just get the spinning beachball and the OS does not shut down. The dock still shows up on the bottom but the OS option at the top are not available.

Thoughts?

Its probably best to take the battery out, however holding down the power button for 10 secs should shut it down.

Yep, I pulled the battery out. Worked. Thanks. Have to remember the 10-second option thanks.
