The Inactive (Blue) might as well be free right? All I'm doing is browsing the forums with Safari (taking up ~150mb) and yet very little memory is free. So the fact that I'm not really doing anything and the name "Inactive" makes me thing that that memory was used by an application at one time but is no longer needed so it's available for other apps. Is this correct?

-Thanks

Yup.

Inactive was used by some program that you closed but hasn't been needed by anything else yet. If you go to open that original program again, it should open nice and fast.

You don't need to worry until your free + inactive gets low OR your page outs grow to about 25% of your page ins.
