OSX 10.3 Server Loop

I am geting this Server configuring loop,

I put all of my settings in and well after its does it loops and configures for days, I would think I restart it do it all over angane it loops,

I've reinstalled OSX server,
Tried other computers
Tried other hard driver
Tried other settings
what could I be missing?

Could the disks be bad?
Should I try puting the installer on a hdd and install from there,?

BTW
The Computer is
Power Mac g4
400MH signal Core
120GB hdd (Master)
10GB HDD (Slave) (just for light moving and what not)
1gb of ram
dvd reader \ zip disk
