osx 10.4 mail easy question

for some reason i am having a hard time (brain fart) trying to figure out how to add a folder in "mail". i just want to make an extra folder to put things in i want to keep. i have done it before but for some reason i can't remember how i did it. i don't want a smart folder just a regular folder called "stuff"
