OSX on a PC??

You can create a Hackintosh with some work, but it violates the Apple EULA (End User Licensing Agreement)
I did this a few times when I was testing the water way back when mac first went the intel road...
I found the OS lacking greatly on hardware that it wasn't designed for. If you do this you'll need to get hardware that is the same as what apple uses, and honestly at that point you may as well have bought an apple and enjoyed the full experience.

I am on a hackintosh right now, but to tell you the truth it is better to buy a mac than hack OSX to run on a PC. Hackintosh is not for the faint of heart. For me it is more of a hobby and curiousity than a necessity.
If you really wanted to enjoy the experience hassle free, buy a mac.
