OTG Airport iPad Deployments, Working with Apple?

What's the thoughts around OTG's iPad deployments for Airlines in Lagurdia, Newark, and Minneapolis? I am wondering how they are able to lock down and remove apple branded apps and restrict the home screen. Are they working with Apple or do we think just bootlegged their own firmware.
 
they are using system that is, or is similar to "Air Watch", which manages corporate mass deployed iOS devices.

in settings general, once you remove the provisioning profile, it becomes a normal ipad again.
