When syncing the iPod to itunes, there is a capacity indicator that shows several categories of media and how much space it is occupying. There is Audio, Video, Photos, Apps, Books, and "Other".

Questions are, what is the "Other"? And how do I remove or lower the amount of space it is taking on my iPod touch (4th gen)?

My "Other" is taking up 4.4 GB of space and would like to shrink that down if possible.

Other is usually user data, Contacts, Calendars and other important stuff for your iPhone's/iPod's backup, maybe if you restore your iPod that amount will decrease.
