You iPhone comes with this preloaded and you dont have the option to delete. If I'm not mistaken its part of the OS ... I think its the preloaded apps that your are not abble to delete from the phone or iTunes. The couple hundred MB's is on Every phone and its there for a reason. You've got plenty more more 459 megs aint gonna kill ya!
On my iPod touch, I fond that this "other" amount sometimes shrinks and grows when I restore the iPod in iTunes and then add and remove music -- I suspect it also includes other content such as album artwork.
