I've searched the 'net and all it says is to restore the iPhone, which I really don't want to do right now because I've done so many different Cydia tweaks.

The Other section is taking up over a gig, where do I delete some files?

other is where most of your Cydia Apps and data are stored along with possibly game data and other data so a GB is not out of the more on a JB device.

You dont deleted "files" if you want to have less of "other" then just uninstall JB applications. If you like the Application you have them you have to live with those "files" on the other section, they are not put in there just to "Annoy" you, they are there for a reason.
