Other storage vs iCloud storage?

I have added 15GB of my stuff in my 50GB iCloud storage and ever since my Other storage category have grew a lot, probably by that same amount. I have choose removed download option but it did not help.

So whats up with that? Anyone have any info about it? Why does my iCloud storage now counts as my local storage?
