What is this other volumes space?.
This was a clean install of High Sierra NOT an upgrade.

I'm thinking of swapping the SSD as it seems slow with black magic app.
But also it is too small anyway.
 
That is normal for APFS. That Other includes some hidden partitions used by the OS. If you run the command "diskutil list" in Terminal it will show them.
