Out of country messaging question

Hey, my friends out of the country right now and turned off data so he doesn't get things like phone calls or texts. I can talk to him through iMessage because he has a wifi connection at the house though. Sometimes my messages are sent as texts instead of iMessages though. When they are sent as texts it looks as though they went through but I'm pretty sure they don't. Is there any way to make it only send iMessages or should the texts also be going through? Thanks for any help.

Only iMessages will reach him with his current settings. He will receive the text messages when he changes settings/returns to country.

Alright thanks thats what I figured. Why does it randomly send as text messages sometimes then? Probably because he isn't connected to wifi at the time?
