Out of iCloud Space

It seems the new iCloud Photo Library has used up all my iCloud space and I don't see a way to reclaim this space. I don't see photos listed under manage storage. I've reset my device as new and enabled iCloud library and nothing shows up. Is there any other way to manage your iCloud space?

Probably need the unfinished new iPhoto app for Yosemite.

I don't think iCloud photo library is working in Beta 2. I setup as a new device and I get no iCloud photos. I restored back to Beta 1, setup as a new device and my iCloud Photo Library loads all my pictures.

I tried deleting my iPhone backup in iCloud, now re-creating it, but should probably delete all of my phone photos instead, if there were an easy way to do that, and delete them only from the phone and not the cloud...
