Outlook 2011 and local copy

I am a email administrator for a Major health care facility, and I am considering allowing outlook 2011 to access the corp email system. my concern is how can i prohibit user from copying emails to "On My Computer" ? As this is a major concern in a health care system with patient privacy issues etc..
Any feedback is appreciated!!!
