If the account is IMAP, then I would think they were deleted (or at least sent to the waste basket) on the server.
For POP emails they're deleted on your computer and the only way to recover them is use Time Machine. That is assuming that those deleted emails were cleared out of outlooks wastebasket (or deleted items or what ever its called).

There is no such animal as Outlook 2003 for the Mac. Outlook for the Mac is the new name for Entourage. Entourage/Outlook is a very different animal than Outlook for Windows.
