Outlook Mac 2011 - lost all folders and email

All folders and emails have been lost on Mac Outlook after power run out.

Not backed up on time machine

Is there any way of getting these back?

You may be able to migrate them and save them. Find the .pst or .ost files and make a backup before you do anything else.
