Outlook showing Exponents Instead of Apostrophes

For some reason Outlook turns my apostrophes into exponents when I send an email and it shows up at the other end in plain text.

When it's html to html it's fine.

For example, I'll email my boss and every time there's a ' it shows up at an exponent (3, 2, or 1).

So weird!

Any ideas what's going on?
