I have iOS8.3 beta 1 on my iPhone 6+ any idea why the over the air beta 3 won't push? When I go to settings it says my phone is up to date with iOS 8.3

Apple only allows OTA updates from the most recent beta, so you can only go from beta 2 to beta 3 OTA. You'll need to download the IPSW from the dev center and upgrade with itunes.

Install beta 2.
