Overlapping notifications ios16 lock screen

With IOS16 my text notifications get blocked by incoming application notifications. Definitely annoying since the idea
here was enhanced usability with these OS updates. Is this a bug, a app developer issue or something we have to get accustomed
to? Not a big deal, just annoying. Maybe I never noticed it before at the top.

Does changing the Display As setting make much of a difference for the volume of notifications you receive?
