Hi, got a great deal on a new open box OWC OWCTB4HUB5P Docking Station - plan to use on my 2018 Mini i7...
I just noticed on the box, something about compatibility with OS 11 and above. Any reason why it would not be
compatible with Mojave? Appreciate any help!

Down at the bottom of the page (under "Compatibility") is a list of compatible Macs. Looks like the 2018 mini is compatible, with no twiddling or duct tape required.

That same page says "Supported on Apple Mac models with Thunderbolt 3 and macOS ‘Big Sur’ or newer."
It might not work in Mojave. If it does work, then it probably won't support hot plug.

Thanks, yep, except…also down there is an OS compatibility list. Seems this won’t
work on anything except OS 11 and above. I just wondered if it is completely non-
functional on Mojave.
 
Running older OS usually isn't any hackers priorities any more since they want to get to the latest and greatest. I use a decent firewall program and haven't been attacked for years.
 
Mojave is the last macOS to run 32-bit apps.
To run 32-bit apps on newer macOS requires dual booting or using a virtual machine such as Parallels Desktop for Mac.

I don't know, but I got a cheap Mac mini hub from Satechi designed for M1 mini. Plugged it into my 2018 mini and nothing. After some software upgrade it now works.
