Pages - Moving Thumbnails

In Pages '09 in a document when you click View>Page Thumbnails, how do you rearrange the thumbnails/pages?

(Tried moving the thumbnails, but they wouldn't budge).

I think that only works for pdf files. In Pages, I would select all the text on a page, cut it, then move to where I wanted it and paste it.
