Hey, if I pick up an app on the app store for free cause a seller is having a sale will I be able to download it for free again later, if i need it, when the seller puts a price on it again? Or will I Have to buy it?
 
If you keep the same Apple ID, and I don't see why you wouldn't, you can always download previous purchases for free. The guy who posted before me is wrong. If you noticed, Apple emails receipts for free downloads as well as paid downloads, all of these downloads can be re-downloaded for free.

Yes, any app you download, you will be able to download it again, for free.

I think his "no" was related to the "will I have to buy it?" question. The second part of his comment should have made that clear to you.
