is there "paint" or something like it on my Imac 10.4.01?

Nothing that comes with it. There are a couple free/pay paint programs for OS X available on the 'Net though. I'm not well-versed in what they are though, so you might need to wait for someone else to reply for that info.

Skitch is really nice if you cant afford Photoshop! Its made by the same people as Comic Life, which is also a really great program.
 
tux paint is another, this question comes up almost weekly in here there is lots of previous answers in the other threads if youd like to look at them. paint is awful though from what i remember, pixelmator is impressive and easy to use and is on offer here: http://www.macheist.com/
 
If you just want to mess around, or need something really simple like Paint, then download Paintbrush, as mentioned (free!). If you want to really be able to edit photos but you don't want to pay, which is why you're tethered to Paint, then go download Gimp or Gimpshop; they're both free and very similar to Photoshop--but much more complicated than Paint.
