Well you could start out with TuxPaint, though that may be too simplistic (it does say its for ages 3+ 
) Though for something with a little more kick and options I'd suggest Seashore. It has all the basic features you would need without having to step it up to Photoshop/GIMP. Seashore is actually based on GIMP, it just doesn't have nearly as many features.
