My mum uses an Android phone and I read you can pair an AW to a family member's iPhone so I was trying with mine but no success, after the whole procedure I still get back to the pairing screen on the watch and doesn't get any further, followed the instructions from Apple but no success.

I wanna get her an used iPhone so that in family we all are onto iOS to make things easier but until then is there a way I can make it work?

You have 2 options for pairing the watch:
1. set up the watch for you, then you mum will get all your notifications, calls, messages
2. set up for kid, nothing from you phone will be forwarded to the watch

I would suggest using option 2.
Is the apple watch activiation locked or is it new?
 
Is the watch you got for your mom a cellular model? I remember reading that family setup works only with cellular watches.

family sharing does require a cellular watch

you will also see reduced battery life, since the lowest power option of bluetooth to the phone isn't available. She'll have better battery life if she's on wifi, so she should definitely sign in on those where available.

messaging could be an issue, as you'll have to send an iMessage to her email.

it's the perfect time to buy a used iPhone, with the new phones delivering in a couple days, there will be a decent amount of people looking to sell their old ones soon.
