Can I use an inactive iPhone 5s (connected WiFi, but no phone number) to pair an Apple Watch?
 
Another question is can you pair an Apple Watch LTE to an inactive iPhone but piggy back the phone number for a different phone? That would allow a non-iphone watch to be used with a watch that shares a same number but still allow the watch to get contacts, etc. from an inactive iPhone.

Yes, search Apple Watch Android on youtube and there are a few videos about how to do it.
