Can you set panoramic wallpaper from pictures from the web? How do you do it?!

You can, you need to save the picture and go to Settings >> Wallpaper >> Panorama folder. If it's not in there, it's not a supported panorama picture.

Is there a good website for native sizes for the home screen? all the ones i am saving from google dont scale properly.

or am i missing something?

the ones i have that seem to work are the following resolutions:
1907x751
2048x699
4000x1440
6064x2334

some are ones i've taken with the panoramic feature of the camera app, but others were just normal pictures that i'd previously cropped to very widescreen ratio a few weeks ago. When i installed iOS7 it must have recognised them as a panoramic shaped picture

there's a couple criteria you need to follow:

1) hi-res
2) cropped so it's very wide and short.

You can take any hi res image from the web and make it a panorama by simply cropping it in the photos app. Sometimes it takes a couple tries to get it right but as soon as you do it'll pop into the panoramic folder immediately.
