A buddy of mine wants to pick up a widescreen monitor/display, however, he wishes to use it from time to time in the vertical orientation...Does Panther, natively or through some sort of hack, have this capability?

You can change it in System Preferences.

EDIT: Sorry, this is Tiger. Let me crack open my powerbook on 10.3 and check it out.

EDIT 2: Doesn't look the same in Panther. Possibly the ATI Utilities could help with changing orientation.

Hmm I may be wrong but I thought Panther didn't support Monitor rotation and that it was a new feature that came with Tiger.
But it sure would explain the trouble you are having.

And your thoughts would be correct. Hence my previous post.
