Panther:FileVault's Master Password??

I set up FileVault on the user accounts, including a master password to gain override access to the users when needed, but I can't quite figure how to use the master password. I thought that whenever a password is asked for at the login window you could just type in the master password for accounts you don't know the password and it will open the home folder, but this doesn't seem to work. So hopefully someone can explain this feature to me better, thanks.
