I was going to install Sequoia as a VM in parallels 17. My step was to first create a Mac Sonoma VM and then drop the installer for Sequoia in there and update. Sonoma installed no issue, issue came when I tried to run the Sequoia installer. The Mac OS VM said there was not enough hard drive space. Not a problem I thought, I will just edit the hardware. I shut down the VM and try to edit the hardware settings but have no options to do that. Then I think I need to install the Tool Box, which is where the issue is. When I have the VM running:

1: Select Install Parallels Tool

2) Select "install" from the box that pops up after that.

3) One I have selected Install immediately a finder folder opens for the Recent folder

Am I missing something here? Nothing in Privacy and Security to allow the app to install, just the recents folder open.
 
You can't add more disk space after installing macOS due to the Apple Recovery Partition being at the end of the disk. You'll need to start over with a manual/custom install and set the disk size upfront.

This KB document is for Parallels 19, but the same limitation applies to any version since it's a macOS thing.
Note: When resizing primary macOS virtual hard drive, please take into account that at present time, while the virtual hard drive will be resized, accessing added space is not directly possible, due to Apple Recovery Partition restricting disk resizing. For details please see the following section.
