Parallels Windows and Multiple Users ?

Got Parallels/Windows 8.1 installed on Mac primary account. Can other users on this Mac use Windows too ? Most applications are shared between users, but I'm not finding (via launcher/spotlight) Windows or Windows apps for a 2nd user account. Can launch Parallels, but it seems to want to setup another Windows VM.

Any ideas about using Windows via Parallels across user accounts ?
