Parental controls in Safari iOS 7

Parental controls in Safari iOS 7. How do they work, and, more importantly, how well do they work? Does it block access to "adult sites" in other apps as well?

Just going to give this thread a little bump because I'd like to know the answer to see if an iPad is going to be an appropriate gift for some young teenaged kids who will use Safari, but who the parents will still want to supervise.
