Parental Restrictions Explicit Music Gets Reset to Mature Every Time Phone Resets

Anyone else notice this? I have my son's phone set up with a few parental restrictions. I have Apps limited to 12+, Movies limited to PG-13, and Explicit Music Content turned off. For about a year now, whenever my son's phone restarts, either by that text message that would restart the phone or by software update, all of the restrictions stay the same except explicit music is ENABLED, every time.
