iOS parse xml encoding type

I'm trying to parse a xml that has a encoding type of <?xml version="1.0" encoding="windows-1252"?> but this is causing & not to register. Does anyone know of a way to manually set the encoding type of the file? or any other options that i may look into, thanks.
