Part of my screen doesn't work. HELP!

There isn't a scratch on my iphone. I've kept it in perfect condition, but there is a horizontal area across the top of my screen that doesn't react. This JUST started happening and the one year limited warranty expired Sept 17th. Will the apple store help me out, or am I screwed?
